PDH-SC - The Pre-Development Handbook

The Pre-Development Handbook was developed in cooperation with the City of Spokane Housing Capital Needs Committee as an informational tool to help builders and developers understand and work with the permit process in the development or redevelopment of affordable multi-family and historic buildings.

The overall complexity of multi-family and/or historical development makes some contractors, developers, and owners hesitant to rehabilitate existing and/or historical buildings. This book shows some of the procedures involved in the preservation of historic structures and encourages the rehabilitation of existing buildings.

If builders and developers understand the permit process and work in cooperation with the city, costly delays can be avoided. This easy-to-read book walks the reader through the many steps involved in evaluating and developing a project. It does not address all the technical details, but it does provide a checklist of agencies and issues—such as zoning, safety, parking, refuse, landscaping, and historical preservation—that must be considered in the development or redevelopment of existing and/or historical buildings.

While written specifically for the City of Spokane, this book raises issues relevant to building rehabilitation and redevelopment in any city in the United States today.
